The largest static drive I can find is a 250 GB and the best price I can get on one that has decent user ratings is $715.  I think in light of that, I would recommend against static drives.  They are really suited to laptops as they can take shock that standard drives cannot.  Look at the bare bones system below.  We can add 2 more GB of memory if you want to but it comes with 6GB.  It doesn't come with video, so we'll have to get a high end video card, but I wanted to see what you think of the basic config.  The i7 core is the top end Intel Quad that I see available.  We'll also need to get Windows 7 for it.   So other than Windows and the video card, this should have everything else.  I like that it has a very robust power supply.  It also can support up to 24 GB or RAM.  We can do something different too, but I want to start narrowing things down.  If you really want the solid state drive, I'll trade in the 1 TB drive that comes with this one and we can put in the 250 GB static drive.  I'll have to find a way to mount it, but that isn't a big deal.  There are also faster standard SATA drives out there than the one included with this setup that we can get.  This is a 7200 rpm drive with 16 MB of cache on it.  There are 10,000 rpm drives out there too, and of course you could really go first class and get SCSI hard drives.  They tend to be up there in price like the static drives and aren't a lot faster than the high end SATA drives unless they are in servers running server based software with multiple simultaneous connections, which doesn't apply to your situation..
